Public opposition to data center development has led to delays and project cancellations in recent years. However, it is unclear how much of this opposition stemmed from legitimate concerns, and how much was driven by emotional perception.
There is evidence (referred to later in this report) to suggest that many owners and operators of stalled or canceled projects took a similar initial approach to community engagement attempts. Their strategies, according to research, often triggered “not in my backyard” (NIMBY) attitudes from the local community. NIMBY refers to a situation where communities resist, and often obstruct, external efforts to develop and construct controversial projects in its local area.
